The Konza and AWS Collaboration Agreement

Kenya's technopolis authority has agreed to host an AWS Outpost, and cost, data residency and duration are not disclosed.
CONFIDENCE: LIMITED. Built on one press report of a high level announcement. The instrument is called a Collaboration Agreement in the article body and an MoU in a caption. No text, price, term or data residency commitment is in hand.

Bottom line

The Technopolis Development Authority, which runs Konza, and Amazon Web Services have signed a collaboration agreement in August 2026. It covers business development, skills and workforce enablement, infrastructure and technology alignment, and startup enablement, and includes an AWS Outpost at Konza to support hybrid cloud, with a planned Startup and Innovation Centre of Excellence. Public sector institutions are named as targets for cloud first digital transformation. Data residency, cost, who pays, duration, exclusivity and termination terms are not disclosed.

The parties and the instrument

The counterparties are a Kenyan state authority and a US cloud provider. The article body calls the instrument a Collaboration Agreement while a caption calls it an MoU, so whether it creates binding obligations is unconfirmed. The Radar entry names the Kenyan party as the Konza Technopolis Authority, while the article names the Technopolis Development Authority.

The constitutional and treaty backdrop

The relevant frame is domestic. The Data Protection Act, 2019 governs personal data and its transfer, and Article 31 of the Constitution protects privacy. Whether government data would sit in an Outpost in Kenya, and under whose control, is the practical question.

What the record shows

The power reading

A hyperscaler that places hardware inside a national technology park gains early access to public sector workloads. The state gains capability and skills. The risk is lock in, which depends on exclusivity and data portability terms that are not public.
